District Elder Williams was born and raised in Mobile, AL. He has 6 sisters (one deceased) and 5 brothers (two deceased).

He was filled with the Holy Ghost at the age of 16 at the Allenville A.O.H. Church of God. He was called to the ministry at the end of 1978. After receiving his Bachelors degree in Mathematics from Morehouse College in 1979, District Elder Williams returned to Mobile and was elevated as assistant Pastor of the Allenville A.O.H. Church of God. He has also served in several other ministerial capacities, including Youth Minister, Junior Pastor, and Associate Minister. He and his wife Anita and four children, Angelo II (Demarcus), Travis, Brandon and Kirsten moved to Wilmington, NC in 1995 from Richmond, VA. In 1998 the Williams family became members of the Apostolic Community Temple under the leadership of Suffragan Bishop Robert L. Rich. After six years of faithful service under Suffragan Bishop Rich, he was elevated as pastor of the St. James Pentecostal Church in Currie, NC in July of 2004.

District Elder Williams worked for the DuPont Company for over 21 years and for DAK Americas (a DuPont divested business) for another 5 years. He also worked as Director of Supply Chain Operations – Central and Coastal Markets for Novant Health. Although, currently retired, he works part-time as the Director of Business & Operations Support for the Pentecostal Assemblies of the World, Inc.

District Elder Williams also serves as the General Treasurer for the North Carolina State Council.
